The truth is somewhere in the middle. Issues with ships? Yes. Bad Optempo? Yes. Logistics failures? Possibly. It isn’t anything new, but it is a warning. They are operating near a “wartime steaming” mentality when they aren’t engaged in an actual war. They are burning out understaffed departments. They are tripling up work assignments. The US Navy doesn’t have the ships or the manpower to do what they are doing around the world.
