This could only happen in California. Gov. Gavin Newsom has signed a new law that prohibits the suspension of elementary and middle school students no matter how much they have disrupted the decorum in their schools. So, in other words, if they talk back to their teachers, or fall asleep in class, they remain in place. More from Mark Dice.
