Riss Flex reports on the Senate Finance Committee’s two-year investigation exposing systemic taxpayer-funded child abuse and neglect in youth residential treatment facilities across the country. Flex says the investigation suggests that the facilities may not have been protecting troubled youths at all, but rendering them vulnerable to more abuse.
