He was rather ineffective at getting legislation passed through Congress, was slow and pragmatic in his embrace of the Civil Rights Movement and he did nothing to help the situation in Vietnam.
Historians called him a good, not a great, president. What made him so popular was the the perfect storm of circumstances, events and people that came together and turned the flawed human being that was John F. Kennedy into a mythified hero.
