Talk about overstaying your welcome. Boeing’s troubled Starliner remains docked at the International Space Station, some six times longer than scheduled. And NASA, once a world-striding giant of engineers, expert flight controllers and steeler-eyed test pilots has devolved into a standing army of the incompetent, the cowardly and the evasive.
