What, if anything, does the 25th Amendment have to do with a mysterious missile seemingly launched over the Puget Sound in Washington State? How about a stolen plane in the Puget Sound that crashed on Ketron Island? And does any of this subterfuge link with a nuclear submarine named after Richard Russell, the former US Senator from the state of Georgia?
